This issue has now been resolved.
Telstra engineers progressively restored affected services throughout last night, and our testing indicates that calls from affected 3rd party Telstra mobile carriers (Aldi, Woolworths, Belong, etc) are now working as expected.

We are aware of an upstream issue affecting a small number of inbound calls from 3rd party Telstra based mobile services (including Aldi, Belong and Woolworths mobile). Affected callers may receive a ‘the number you have dialled is disconnected’ Telstra message when attempting to place calls.
Our upstream carrier is working with Telstra to resolve the problem as a matter of urgency. There is currently no ETA available, however, a further update will be posted when full service is restored.
